Morris County Prosecutor (Nonpartisan)
Robert J. Carroll was born in 1951 or 1952 and raised in New Jersey. He attended Wake Forest University on a football scholarship, earning a bachelor's degree in 1974, and received his Juris Doctor from Seton Hall University School of Law. He also holds an Executive Certificate for Leadership Development from Rutgers University School of Management and Labor Relations.
Carroll built a four-decade career spanning public prosecution, private practice, and gaming regulation. He began his legal career in 1986 when he was appointed Supervising Deputy Attorney General for the Organized Crime and Racketeering Task Force at the New Jersey Office of the Attorney General. He was promoted to Task Force Chief and Assistant Attorney General in 1989, where he investigated and prosecuted major criminal enterprises and public corruption cases. His unit secured the conviction of Richard Kuklinski, the infamous "Iceman" killer, and prosecuted the hierarchy of the Lucchese Crime Family. He also served as an Assistant Prosecutor and Supervisor of the Organized Crime and Special Prosecutions Section at the Essex County Prosecutor's Office.
Between 1993 and 2018, Carroll engaged in private practice as a partner at Michael & Carroll, P.C. in Point Pleasant and Brown, Michael & Carroll, P.C. in Atlantic City. His practice focused on representing New Jersey labor unions, major corporations, and federally recognized Tribes in the gaming industry across Pennsylvania, Louisiana, Connecticut, and Massachusetts. He helped establish new gaming regulatory systems, developed governmental infrastructures including police departments and judicial systems, and drafted regulatory codes and statutes. He served as Vice President of Compliance at Foxwoods Resort Casino and from 2013 to 2015 led a team of investigators to establish the Massachusetts Gaming Commission.
In 2018, Carroll returned to public service as Director of the Law Department for the New Jersey Turnpike Authority, the largest toll road authority in North America. Governor Philip D. Murphy appointed him Acting Morris County Prosecutor on October 14, 2020, following the retirement of Prosecutor Fredric M. Knapp. He was formally sworn in as Morris County Prosecutor on July 9, 2021, following New Jersey Senate confirmation. His appointment made him one of the few prosecutors in New Jersey history to have led both state-level organized crime prosecution and county-level prosecution operations.
